PROBLEM TO BE SOLVED: To provide a cleaning device capable of properly removing developer, a fixing device, and an image forming apparatus.SOLUTION: A cleaning device includes: a heating roller 410; a cleaning brush 440 that rotates in contact with the heating roller 410 to remove a developer attached to the heating roller 410; and a cleaning roller 450 that rotates in contact with the surface of the heating roller 410 and the surface of the cleaning brush 440 to remove a developer attached to the surface of the heating roller 410 and a developer attached to the surface of the cleaning brush 440.
