The present invention relates to a heat-dissipating device for a lighting apparatus and, more particularly, to a heat-dissipating device for a lighting apparatus wherein, in order to reduce energy consumption and maximize the heat dissipation of an LED light fixture, a heat-dissipating plate for an LED light fixture used in the home or office uses a heat-dissipating cap and a heat pipe filled with a nanomaterial and is installed on the water supply and drainage pipe provided between the floors of a building and the boiler water inlet. The present invention comprises: a heat-dissipating unit (100) having a plurality of first heat-dissipating plates (210) provided above a fixed plate (120), for dissipating heat from a lighting apparatus (10) to the outside; a first heat-transfer unit (200), having a first heat-dissipating pipe (220) coupled to a water supply and drainage pipe (20), for transferring cold to the lighting apparatus (10); a second heat-transfer unit (300), provided below the first heat transfer unit (200), for transferring cold from the first heat-transfer unit (200) or heat generated by the heat-dissipating unit (100); and a connecting member (400) for connecting the first heat-dissipating pipe (220) to the water supply and drainage pipe (20). According to the present invention as described above, the present invention provides the effects of: lowering the amount of heat generated by a lighting apparatus through the connection of the heat-dissipating plate of the lighting apparatus to a heat-transfer member connected to and cutting off the water supply and drainage pipe between the floors of a building; preventing the freezing of water supply and drainage pipes during the winter and enabling quick heat dissipation for a lighting apparatus by bringing the heat generated by the lighting apparatus in contact with the cold of the water supply and drainage pipes via a heat pipe; and reducing maintenance costs by extending the lifespan of the lighting apparatus due to providing both a heat pipe and a heat-dissipating cap.
