PROBLEM TO BE SOLVED: To measure a communication state such as download speed by the appropriate data unit, and to perform bit rate change automatically based on a measured result.SOLUTION: A streaming media reproduction device downloads and reproduces media content from a streaming media distribution device connected to a network. The streaming media reproduction device comprises: communication state measuring means which learns reception of a prescribed unit of data of the media content by referring to index information corresponding to the media content, and measures a communication state related to download of the media content by the prescribed unit; and bit rate change determination means which determines whether the bit rate of the media content should be changed or not on the basis of a measured result by the communication state measuring means.
