PURPOSE: A rainwater collecting device and a rainwater management device including the same are provided to supply the primary rainwater after collecting rainwater to a storage tank by a filtering process, and to improve efficiency by bypassing overflow water to the storage tank. CONSTITUTION: A rainwater management device including a rainwater collecting device includes a rainwater collecting device (100) and a pipe conduit storage tank (20). The rainwater collecting device includes a water collecting part (110) and a filtering part (120). The collecting part includes a water collecting housing, a foreign material precipitation layer, and an excellent guide housing. The excellent guide housing and the filtering part are connected through a primary rainwater discharging pipe and an overflow water pipe. The rainwater discharging pipe is arranged at the location lower than the overflow water discharging pipe. The pipe conduit storage tank is formed to have a pipe structure, and is connected with a discharging pipe.
