PROBLEM TO BE SOLVED: To achieve processing which can more efficiently distribute accesses from clients to servers on the basis of a license use state of each server.SOLUTION: A license control unit 11 collects license information from a server 2 and manages a use state of each license by license management information. When a connection establishment request from a client 4 is received, a connection management unit 13 extracts connection information and a license identification key from a received packet and notifies a distribution processing unit 15. The distribution processing unit 15 inquires of the license control unit 11 about the use state of the license of the server which is a target of distribution on the basis of the notified information, and determines the server 2 which is the target of distribution on the basis of the use state (propriety) of the license. After connection establishment of the server 2 which is determined in the connection management unit 13 is completed, the license control unit 11 updates a use number of the license in the license management information. |
