The present invention relates to a service processing method and device in a communication network. The method comprises: a second mobility management network element receiving indication information, and determining, according to the indication information, whether to execute at least one of sending a message to an HSS or HLR and not activating an ISR, or execute at least one of not sending a message to an HSS or HLR and determining that it is capable of activating an ISR. In the technical solutions provided in embodiments of the present invention, the second mobility management network element is capable of determining, according to the received indication information, whether to send a message to the HSS or HLR or whether to activate the ISR, so that in a communication system, not only a user equipment is guaranteed to perform a corresponding service, but also signaling transmission in the communication network can be reduced, thereby improving the network performance.
