PROBLEM TO BE SOLVED: To provide an image encoder which reduces deterioration of image quality when changing a bit rate and prevents occurrence of a decryption error and disconnection of a decoded image at an image decoder.SOLUTION: A stream sending time calculation unit 6 determines timing of changing a resolution on the basis of the transmission buffer remainder 110 of encoded data stored in a transmission buffer section 4, when changing a bit rate. An encoding control section 7 controls an encoding mode 119 and a quantization step 118 by using the timing of changing the resolution when changing the bit rate. An image encoding section 3 encodes an image on the basis of the encoding mode 119 and the quantization step 118 from the encoding control section 7. |
