PROBLEM TO BE SOLVED: To provide a method and a device for effectively compressing and restoring an edge region.SOLUTION: A value of a pixel positioned at an edge in each direction is predicted by using a value of a pixel adjacent to the pixel positioned at the edge in each direction among pixels composing 2×2 blocks in a current image. An edge mode, indicating the edge in a direction having the minimum difference between the predicted value and an actual value of the pixel, is selected. Instead of the predicted value corresponding to the edge mode, edge mode data indicating the edge mode is outputted, thereby the edge region in which there is little similarity between pixel values can be effectively compressed.
