An electronic device for sending a message is described. The electronic device includes a processor and instructions stored in memory that is in electronic communication with the processor. The electronic device determines whether a first picture is a random access picture. The electronic device also determines whether a leading picture is present if the first picture is a random access picture. The electronic device further generates a message including a flag which indicates an initial Coded Picture Buffer (CPB) removal delay parameter for starting the random access picture is present and an initial CPB removal delay parameter for starting the random access picture if a leading picture is present. The electronic device additionally sends the message. |
