PURPOSE: A fixed phone number service method can secure a mobile telephone number for business use and give a telephone number of a person changed for a mobile telephone number each time an operator is changed. CONSTITUTION: A telephone numbers management apparatus (100) allocates a virtual telephone number group including one or more first telephone numbers to a member according to a request of the member (ST5). The telephone numbers management apparatus registers a second telephone number actually used for each first telephone number of a virtual telephone number group to which the member is allocated according to a request of the member (ST9). A mobile telephone network (300) interworks with the telephone numbers management apparatus and broadcasts a receipt of a virtual first telephone number applied from a calling terminal to a receiving terminal of a second telephone.
