PURPOSE: A disaster and security management system utilizing a smart device and a closed-circuit television (CCTV) is provided to rotate cameras toward a direction where an event occurs and progresses and to continuously record a criminal or the progress of a disaster. CONSTITUTION: When an event occurs, an emergency signal input module (100) receives an emergency signal from a user or an event occurrence detecting module and activates a disaster and security management system. Multiple CCTV cameras (200a,200b,200c) are installed within a predetermined range. A camera operation control module (300) controls the operation of the multiple CCTV cameras.
