PROBLEM TO BE SOLVED: To suppress the lowering of productivity, and to freely determine a magnitude of a binding region where irregularity is formed on a sheet bundle. SOLUTION: A sheet processing apparatus which forms the irregularity on the sheet bundle which includes a plurality of sheets so as to bind the sheet bundle includes: a pair of rotating members 1, 2 having concave and convex portions at the outer periphery and forming the irregularity on the sheet bundle by rotation; a motor 4 that moves at least one of the pair of the rotating members 1, 2 in a thickness direction of the sheet bundle; and a control device 61 that controls the motor 4 so that an interval is changed in accordance with a thickness of the sheet bundle to be bound in the thickness direction of the sheet bundle of the pair of rotating members 1, 2.
