摘要 <p>The present invention detects major changes in a road network on the basis of probe information. Probe information from a plurality of probe cars (10) is tabulated daily, and the change in the amount of traffic is calculated for each road on a daily basis. Also, when a road is detected for which the amount of traffic changes markedly before/after a specific baseline day, it is determined that in the vicinity thereof there has been a major change in the road network imparting an effect on traffic, and the road is considered a change-related road. Next, a path search is performed between the endpoints of a plurality of change-related roads, that which has the most overlap between the searched-for path and the change-related roads is selected, and change-related roads and the endpoints thereof are identified that have the relation of incurring a common effect from a single factor. In this manner, by means of identifying locations that have a relation due to utilization with respect to path searching and changes in the amount of traffic, it is possible to set survey route candidates wherein field surveys can be efficiently conducted with respect to major changes in the road network.</p>
