PURPOSE: A non-interrupting power quality measuring device indicating the abnormality of a watt-hour meter is provided to determine the occurrence of abnormality by detecting the power quality of the watt-hour meter. CONSTITUTION: A current measuring part (110) measures the value of an induced current generated at a separate-type magnetic field detecting sensor. A voltage measuring part (120) measures the voltage value of R-S-T wires in a power-consuming facility. An analog-to-digital (A/D) conversion part (130) converts the current value measured at the current measuring part into digital current data and converts the voltage value measured at the voltage measuring part into digital voltage data. A storage part (140) stores a correction value and an R-S-T reference value of the power-consuming facility. If repetitively measured voltage values are consecutively different from the reference value, a control part (170) controls a communications part to transmit a message of abnormality occurrence to an external server.
