PURPOSE: A marine load actuating device, a marine structure proof-test device thereof, and a proof-test method thereof are provided to artificially generate various types of external loads which are closed to real loads generated by wind, waves, and tides on a large tested marine structure on the sea by using the propulsion of a power vessel and the operational power of a linear actuator which is mounted on the power vessel. CONSTITUTION: A marine load actuating device (1) comprises a power vessel (10) and a linear actuator (12). The power vessel floats on the sea, and moves by using self-power. The linear actuator is flexibly connected to a support structure (11) which is installed on the power vessel. External loads are applied to a tested marine structure (5) by using a horizontal moving propulsion of the power vessel on the sea, the operational power which is generated by the linear actuator or the own weight of the power vessel, and the surface tension of sea level.
