PURPOSE: A functional cleaning member and a manufacturing method thereof are provided to have semi-permanent lifetime, to be repetitively used even after contact with water and to have plenty of anions. CONSTITUTION: A manufacturing method for a functional cleaning member which absorbs and neutralizes harmful components comprises the following steps: mixing 30-99 wt% of plastic raw materials, 0-30 wt% of biodegradable plastic, and 1-40 wt% of one or more powder selected from charcoal powder with a size of 200-300 meshes, nanosilver, nanogold, loess, and ceramic raw material; making the mixed powder into a pellet-like chip by extruding the mixed powder; manufacturing a functional cleaning member by molding the chip; sealing the functional cleaning members by putting the same into tea bags and adhering by heat in order for the cleaning members to float in use; and packing the cleaning members in a wrapping paper.
