PURPOSE: A waste heat recovery ventilation device without power is provided to save energy by performing ventilation in a building by exchanging the heat between air supply and air discharge with existing an exhaust fan without additional power. CONSTITUTION: A waste heat recovery ventilation device includes an inner air supplying and discharging device (200) and an outer air supplying and discharging device (100). The outer air supplying and discharging device includes an outer main body (110) of a container shape and an outer air discharging passage. An outer air supplying unit (112) and an outer air discharging unit (113) are individually formed on the outer main body and includes an outer connecting unit (111) guiding air to the inside by being inserted into a wall. The outer air discharging passage guides the inner air to the outer air discharging unit by being separately arranged in the outer main body. The inner air supplying and discharging device includes a container-typed inner main body (210), a heat exchange element (220), an air supplying impeller (230), and an air discharging impeller (240). An inner air supplying unit (212) and an inner air discharging unit are individually formed on the container typed inner main body, and an inner connecting unit (211) connected to the outer connecting unit by being inserted into the wall. The heat exchange element is arranged in the inner main body, and the heat is exchanged between the air supply and the air discharge. The air supplying impeller is installed in the inner air supplying unit and is rotated by the air supply.
