PURPOSE: An insulation resistance measurement apparatus having a fault self-diagnosis function and a self-diagnosis method using the same are provided to diagnose whether there is failure in the apparatus for measuring the insulation resistance of a battery with no additional configuration by itself. CONSTITUTION: An insulation resistance measurement apparatus comprises first and second insulation resistance measurement parts (110,120), first and second switches (SW1,SW2), a voltage detector (130), and a controller (140). The first and second insulation resistance measurement parts are respectively connected to the anode or cathode terminal of a battery (10). The first and second switches respectively connect the first insulation resistance measurement part and the second insulation resistance measurement part to the anode terminal and the cathode terminal. The voltage detector detects first and second diagnosis voltages through the first and second insulation resistance measurement part. The controller outputs a control signal to the first and second switch to form a diagnosis circuit. The controller determines whether there is failure in the insulation resistance measurement apparatus by using the first and second diagnosis voltage received in the formation of the diagnosis circuit and circuit equations derived from the diagnosis circuit.
