PURPOSE: An insulation resistance measurement apparatus having a fault self-diagnosis function and a fault self-diagnosis method using the same are provided to diagnose whether the apparatus for measuring the insulation resistance of a battery is malfunctioned. CONSTITUTION: An insulation resistance measurement apparatus (100) comprises first and second insulation measurement resistor parts (110,120), first and second diagnosis resistor parts, first and second switches (SW1,SW2), and third and fourth switches (SW3,SW4). The first and second insulation measurement resistor part is respectively connected to the anode or cathode terminal of a battery (10). The first and second diagnosis resistor part is respectively connected to the first insulation measurement resistor part or the second insulation measurement resistor part. The first and second switch respectively connects the first insulation measurement resistor part and the second insulation measurement resistor part to the anode terminal and the cathode terminal. The third and fourth switch respectively connects the first diagnosis resistor part and the second diagnosis resistor part to the first insulation measurement resistor part or the second insulation measurement resistor part.
