PURPOSE: A cosmetic material prepared by a cosmetic composition using a fermented rice bran liquid is provided to effectively treat dermatitis, thereby creating value added and developing related technology by developing an external use skin formulation. CONSTITUTION: A method for preparing a fermented rice bran extract comprises the steps of: putting 35-45 wt% of rice bran to a jar; uniformly pouring 55-65 wt% of sugar water containing sugar and purified water to the jar so as to have a sugar content of 45-55 brix; sealing the opening of the jar with Hanji (Korean traditional paper); fermenting the content in the jar at 15-25°C for 80-100 days to extract active ingredients of rice bran; filtering the fermented material using a non-woven fabric to collect a fermented liquid; adding useful microorganisms such as Monascus pilosus and Aspergillus oryzae in 0.1-5 wt% of the fermented liquid; sealing the opening with Hanji and fermenting at 25-35°C for 10-30 days to generate physiologically active substances; and filtering the fermented liquid using filter paper of 350-550 mesh twice or three times. A cosmetic material contains 0.01-30 wt% of the fermented rice bran extract.
