<p>PURPOSE: A character input device and method are provided to be independently connected with an electronic terminal and to offer a keyboard function and a mouse function through a touch screen, thereby preventing the screen of the electronic terminal from being contaminated by foreign substances and from being blocked by a hand. CONSTITUTION: A touch screen part (130) detects a touch operation. If a recognition point based on the touch operation exists in both left and right central regions around a predetermined central line, a control part (170) assigns a character to a block based on a left and a right block containing the recognition points by using the character arrangement information of a QWERTY keyboard, and provides input character information to an electronic terminal through a communications part (110).
