PURPOSE: A knee bolster integrated cowl cross member for vehicles is provided to reduce costs and processes for manufacturing a cowl cross member without separate processes for forming a knee bolster and for joining the knee bolster to the cowl cross member. CONSTITUTION: A knee bolster integrated cowl cross member for vehicles comprises a cowl cross bar (10) and a cowl cross panel (20). The cowl cross bar is arranged on a driver's seat. The cowl cross panel is combined with the end of the cowl cross bar and is arranged on a passenger's seat. The cowl cross panel is integrated with a knee bolster (27). The knee bolster is protruding toward the rear side of a vehicle. Both sides of the knee bolster are formed with long cutout grooves (28) in a longitudinal direction.
