PURPOSE: A method for treating the surface of metal such as a fish hook is eco-friendly by causing no environmental contamination and to obtain excellent hardness, corrosion resistance, acid resistance, glossy properties, and adhesion. CONSTITUTION: A metal surface treating method includes the following steps of: pre-treating a metal base material; plating nickel on the pre-treated metal base material; plating tin on the nickel-plated metal base material; and coating a nanoscale layer of an inorganic-organic compound on the tin-plated metal base material. An acid tin plating solution including a tin precursor, a cresolsulfonic acid, naphthol, gelatin, pH regulator, formalin, and an amminealdehyde group is utilized for the tin plating process.
