PURPOSE: A seawater dissolved element freezing thickener and a seawater dissolved element concentrating device having the same are provided to have less burden of expense economically by not demanding an expensive filtering means; and save the energy consumption by not demanding a repetitive operation. CONSTITUTION: A seawater dissolved element freezing thickener comprises a chamber (110): and a cooling means (130). A seawater outlet and a seawater inlet are formed in the chamber. The cooling means performs the freeze concentration of the seawater inside the chamber.
