Provided are a resource configuration method and device. The method comprises: configuring a physical resource block which can be used for transmitting an enhanced physical downlink control channel (E-PDCCH) in a cell using a resource block group (RBG) as a unit through a distributed resource allocation solution (101); according to the configured physical resource block, configuring a virtual resource block which is used for corresponding to E-PDCCH transmission (102); and in accordance with the configured virtual resource block and the configured physical resource block, conducting E-PDCCH transmission in the cell (103). The present invention can be applied to reduce the scheduling limitation on the PDSCH resource allocation which is generated during E-PDCCH resource allocation, thereby increasing the resource allocation efficiency.
