PROBLEM TO BE SOLVED: To provide a secret information notification system capable of securely notifying of secret information without requiring previous public key registration.SOLUTION: A user terminal comprises: an encryption unit for encrypting a common key and MAC key; a sequence number generation unit for generating a sequence number; a MAC generation unit for granting a MAC; a transmission unit for transmitting personal identification information, encryption key, and MAC; a reception unit for receiving encrypted secret information and MAC; a MAC verification unit for verifying the MAC; and a decryption unit for decrypting the encryption secret information. A secret information management station comprises: a reception unit for receiving the personal identification information, encryption key, and MAC; a decryption unit for decrypting the encryption key; a sequence number generation unit for generating a sequence number; a MAC verification unit for verifying the MAC; a secret information selection generation unit for selecting and generating secret information corresponding to the personal identification information; an encryption unit for encrypting the secret information with the common key; a MAC generation unit for granting a MAC; and a transmission unit for transmitting the encrypted secret information and MAC.
