The apparatus (1) has a toggle lever joint arrangement (20) which is arranged in interior (31) of clamping head (2). An instep arm (22) is driven in opposing direction with respect to pivotal axis (21) by electromotor (3) at 0-180 degree. A multi-plate brake (11) is arranged in bottom portion (6) of clamping head. A ball screw spindle (8) is driven by electromotor over motor shaft (7). A nut arrangement (16) arranged in longitudinal axis direction of spindle is provided for driving the instep arm over toggle lever joint arrangement in opposing direction by electromotor.
