PROBLEM TO BE SOLVED: To provide a polyurethane resin powder composition for slash molding that can produce a skin for an instrument panel that does not cause an obstacle to airbag deployment.SOLUTION: A polyurethane resin powder composition (D) for slash molding includes: a spherical thermoplastic polyurethane resin particle (A) obtained by making a polyester diol component (J) react with a diisocyanate component (F); a plasticizer (B); and a vinyl copolymer fine particle (C) that has a crosslinking structure, wherein the polyester diol component (J) includes: an aromatic dicarboxylic acid (E); and polyester diol (J1) in which ethylene glycol is used as an indispensable structural unit, a volume average particle size ratio (A):(C) of (A) and (C) is 200-2,000:1, and coverage (%) of (C) in a surface of (A)=[(number of pieces of (C))×(average cross-sectional area of one (C))/(surface area of (A))]×100 is 20-80%.
