This encoding method has: normalization signal encoding processing in which a normalization signal code, obtained by encoding a sequence comprising a signal in which each input signal sample, which is included in an input signal sequence, is normalized and a signal sequence in which quantization and normalization have been completed in correspondence with the normalization signal code are obtained; global gain encoding processing in which quantized global gain corresponding to the input signal sequence and a global gain code that corresponds to the quantized global gain are obtained; division processing in which the signal sequence that has been quantized and normalized is divided into a plurality of ranges; and gain correction encoding processing in which a gain correction code obtained for specifying gain correction for each range, which has been divided, is obtained such that the correlation between a signal sequence, which is obtained by multiplying a corrected gain obtained by correcting the quantized global gain within each range, which has been divided, by a gain correction and each of the sample values for the signal sequence that has been quantized and normalized, and the input signal sequence is maximized or error minimized. Bits are allotted with priority to gain correction that corresponds to a large range.
