PROBLEM TO BE SOLVED: To provide a terminal authentication system capable of preventing a third party from illegally accessing to a network.SOLUTION: In a terminal authentication system 100, a participant terminal device 400 comprises a ticket acquisition section 414 for acquiring a ticket from a ticket distribution device 200, and a ticket submission section 415 for supplying the ticket to a router terminal device 300. The ticket distribution device 200 comprises a hash value distribution section 215 for distributing a hash value generated as a ticket from a one-way chain to the participant terminal device 400. The router terminal device 300 comprises: a ticket storage section 312 for storing a hash value at a trailing end of the one-way chain; and a ticket authentication section 313 for authenticating the ticket according to the ticket supplied from the participant terminal device 400 and the hash value at the trailing end stored in the ticket storage section 312.
