PURPOSE: A position measuring device and a method thereof are provided to accurately measure a position with high resolution. CONSTITUTION: A receiving part (110) includes a first antenna (110a) and a second antenna (110b) for respectively receiving an impulse signal sent by position measuring target. A signal generating part (130) generates a first TDC signal and a second TDC signal which are proper for measuring a delay time and arrival time interval from two signals received from the two antennas. An arrival time difference measuring part (150) measures the difference of arrival times of the two signals with the first and second TDC signals as two inputs. The arrival time difference measuring part includes a first time digital converter. A delay time measuring part (170) measures the delay time of a signal received through the first antenna. The delay time measuring part includes a second time digital converter.
