This PLC system design device is provided with: a similarity computation unit (23) which computes the similarity between network information acquired from a PLC system containing a PLC for setting and network information stored in a database (161); a network parameter/hardware information acquisition unit (25) which acquires hardware information (163) of the PLC for setting and a network parameter contained in existing project data (162); a network parameter refinement unit (26) which refines the network parameter which can be reused; a trial-and-error unit (27) which extracts a network parameter for which an error is not generated when said network parameter is set in the PLC for setting; and a recommended value selection unit (24) which selects as a recommended value the network parameter associated with the network information having the highest similarity or the network parameter extracted by the trial-and-error unit (27).
