PURPOSE: A substrate for an organic electronic device is provided to improve stability by forming a functional layer including scattering particles and the plastic body of a glass frit. CONSTITUTION: A functional layer is formed on a glass substrate. The functional layer includes the plastic body (1021) of a glass frit and scattering particles (1022). The plastic body includes the scattering particles. The refractive index of the scattering particles for a beam of a wavelength of 550 nm is 2.0 to 3.5. The average diameter of the scattering particles is 50 nm or more.
