PROBLEM TO BE SOLVED: To provide a traffic flow prediction device capable of rapidly and highly accurately predicting a traffic flow of vehicles.SOLUTION: A traffic flow prediction device includes: means for obtaining a first approximation curve showing a relationship between traffic density and traffic volume within a zone on the basis of probe traffic information of vehicles travelling in the zone; means for obtaining a second approximation curve on the basis of a result of performing traffic flow simulation; means for computing a magnification factor for matching the first approximation curve to the second approximation curve; means for obtaining traffic volume and link capacity minimizing a distance between a value indicating a relationship between traffic density and traffic volume within a zone that is a product of multiplying a respective value indicating the relationship between the traffic density and traffic volume within the zone when obtaining the first approximation curve, by the magnification factor, and a value indicating a relationship between traffic density and traffic volume within the zone when obtaining the second approximation curve; and means that inputs the obtained traffic volume and link capacity and that repeats processing until a result of executing the traffic flow simulation satisfies a prescribed termination condition.
