PROBLEM TO BE SOLVED: To provide a cosmetic obtained by mixing a cosmetic base agent with a volatile solvent to form a slurry, filling a container with the slurry and removing the volatile solvent therefrom, where the volatile solvent is easy to remove and the cosmetic spreads easily, exhibits a soft feeling of use, provides a cosmetic film excellent in uniformity and adhesion and is excellent in color developability.SOLUTION: A cosmetic is obtained by mixing a cosmetic base agent with a volatile solvent to form a slurry, filling a container with the slurry and then removing the volatile solvent, where the cosmetic base agent includes the following ingredients (a)-(c): the ingredient (a) is a colored powder; the ingredient (b) is a lipophilic surfactant; the ingredient (c) comprises one or two or more nonvolatile oils selected from among a silicone oil, a hydrocarbon oil and a fluorine-containing oil; wherein the mass percentage of the ingredient (a) in all the powder included in the cosmetic base agent is 40-90 mass%, and the mass ratio of the whole amount of the powder included in the cosmetic base agent to all the oily ingredients included in the cosmetic base agent, including the ingredients (b) and (c), is 80:20 to 55:45. |
