PROBLEM TO BE SOLVED: To provide a method for manufacturing a twist ball type electronic paper for performing successful image display, and easily taking out wiring.SOLUTION: A method for manufacturing a twist ball type electronic paper has: a preparation process of a transparent electrode side base material of a first base material 11 obtained by forming a transparent electrode 12 on one surface of a film having transparency; a preparation process of a counter electrode side base material 2 of a second base material 21 obtained by forming a counter electrode 22 like a pattern on one surface of a film having an insulation property; a formation process of a twist ball layer 3 consisting of a low polarity solvent layer containing a twist ball 3a and a low polarity solvent; and a sealing process of a twist ball layer of arranging the counter electrode side base material so that the counter electrode comes to the opposite side of the twist ball layer so that the twist ball layer is held between the transparent side base material and the counter electrode side base material to seal the twist ball layer by the first base material and the second base material.
