This organic EL device manufacturing method includes: a step of forming a base layer on a substrate, said base layer containing a first resin material; a step of forming a conductive layer on the base layer; a step of forming, on the conductive layer, an insulating layer, which exposes a first region on the conductive layer, covers a second region at the periphery of the first region, and contains a second resin material; and a step of firing the insulating layer. The first resin material is a material that softens in the step of firing the insulating layer, and the second resin material is a material that contracts in the step of firing the insulating layer.
