PURPOSE: An ingot manufacturing device and a method using the same for injecting molten steel into a mold for an ingot are provided to accurately control the speed of injecting molten steel flowing into the mold for the ingot, thereby uniformly maintaining a quality of the ingot. CONSTITUTION: An ingot manufacturing device includes a mold for an ingot, a molten steel injecting pipe member, a ladle, an outlet opening/closing door device, a ladle supporting member, a molten steel discharge sensing member, an outlet opened degree sensing member, and a control member. The molten steel discharge sensing member includes a weight sensor sensing the amount of an actual molten steel discharge inside the ladle and measuring the weight of the ladle. The control unit is connected to the outlet opening/closing door device, the molten steel discharge sensing member, and the outlet opened degree sensing member, thereby controlling the opened degree of an outlet.
