The device (1) has an internal wall (3) delimiting a dry storage volume (30) having an opened upper end. A cryogenic liquid tank (2) is placed around the internal wall and an external wall (4) delimiting an external enclosure that houses the internal wall and the cryogenic liquid tank. A lid (7) is provided for selective closing of the external enclosure delimited by the external wall, where the cryogenic liquid tank is pivotally mounted relative to the external wall. The internal wall and the tank are interdependent in rotation relative to the external wall.
