PROBLEM TO BE SOLVED: To improve efficiency in overall communication, to enable a base station to easily recognize channel information of a plurality of terminals so as to simultaneously deal with a plurality of user terminals having different communication requests. SOLUTION: A slave base station (CAP) 3 collects communication information from a master base station (AP) 1 and associated user terminals (UT) 2 and selects partial user terminals UT through scheduling. Next, a communication route is selected for selected the user terminals (UT) 2- the slave base station (CAP) 3- the master base station (AP) 1. For the communication route, communication resources are allocated, MU precoding is performed, and a physical layer communication system such as OFDMA, MIMO-OFDM, CDMA and a MAC layer communication system such as CSMA, Aloha are selected in such a way that the terminals and the base stations are not interfered with each other and further hops within the same communication route are not interfered with each other.
