PROBLEM TO BE SOLVED: To provide a base material with a transparent conductive film capable of forming a transparent conductive film containing metal nanowires at low haze. SOLUTION: The base material with a transparent conductive film is equipped with a transparent conductive film 2 containing metal nanowires 3 on a surface of a transparent base material 1, and a light absorbing layer 4 on a surface of the opposite side from the transparent base material 1 of the transparent conductive film 2. Light incident into the transparent conductive film 2 is absorbed by the light absorbing layer 4 to enable to reduce light reaching the metal nanowires 3 in the transparent conductive film 2, and haze due to dispersion of light by the metal nanowires can be reduced. And also, unevenness of the surface of the transparent conductive film 2 caused by the metal nanowires 3 is filled up with the light absorbing layer 4 to improve surface smoothness.
