PROBLEM TO BE SOLVED: To enable a counter test of an information collection/distribution device to be performed without requiring an operator, etc. to visit the site. Control information from the simulation device 2 is transmitted from a control station side monitoring control system Sa to the simulation slave device 3 via the information relaying device Ta and the change-over switch device 4, and simulation information from the simulation slave device 3 is transmitted from the change-over switch device 4 to the simulation device 2 via the information relaying device Ta and the control station side monitoring control system Sa.
