PROBLEM TO BE SOLVED: To provide a pressure-sensitive adhesive composition that forms an adhesive sheet having an extremely small initial tack, firmly bonding with time, easily adjusting an application position of adhesive sheet to a resin coating surface of urethane coating, melamine coating, epoxy coating, etc., and has little concern for occurrence of problem of air mingling during application, and an adhesive sheet using the same. SOLUTION: A peeling material 6 is coated with the pressure-sensitive adhesive composition comprising a urethane-modified polyester resin having a glass transition point of ≤30°C, a hydroxy value of 0.1-20 KOHmg/g and a number-average molecular weight of 10,000-100,000, a plasticizer and, if necessary, a crosslinking agent to form a pressure-sensitive adhesive layer 3.
