PURPOSE: A concrete surface crack measuring device, a concrete surface crack measuring method, and a smartphone and a computer in which an application program measures cracks on the surface of concrete are provided to photograph the cracks on the surface of the concrete and to calculate a gap of the cracks based on the images photographed by the application program installed on the smartphone or the computer. CONSTITUTION: A concrete surface crack measuring device includes a scale member (4), a camera (2), a calculation unit (10), and a display unit (20). The scale member is attached to a target object. The camera photographs the target object. The actual size of the scale member and the size of images of the scale member are compared so that a gap of detected cracks is calculated.
