PURPOSE: An apparatus for improved Femto-cell resource allocation in a long term evolution (LTE) cellular system using partial frequency reuse and a method thereof are provided to solve co-channel interference between a macro cell and a Femto-cell. CONSTITUTION: A peripheral device information acquisition part (110) acquires information of peripheral Femto-cell and macro cell. A Femto-cell resource allocation part (120) determines an optimum frequency sub band which is to be allocated to the Femto-cell on the basis of the information collected from the peripheral device information acquisition part. A Femto-cell resource broadcasting part (130) broadcasts the determined optimum frequency sub band to the Femto-cell. When the apparatus is applied in an LTE-based cellular system environment using partial frequency reuse, the optimum frequency sub band is allocated to the Femto-cell.
