PURPOSE: An intra-encoding and intra-decoding method and a device thereof are provided to use a super macro block based intra-encoding method and a device which is not used in existing intra-encoding. CONSTITUTION: An intra-encoding and intra-decoding device includes an intra-prediction unit (930) which determines to divide a first block into four second blocks, and performs intra-prediction for the first block or the four second blocks based on the determination; a transcoding unit (950) which performs transcoding for a differential block generated based on an intra-prediction result; a quantizer (960) which quantizes the output of the transcoding unit; and an entropy encoder (970) which produces bitstream by performing entropy encoding for the output of the quantizer.
