PURPOSE: An accident recording device with a reduced storage capacity and a method thereof are provided to enable the use of a low capacity memory by minimizing the needed storage capacity of the accident recording device. CONSTITUTION: An accident recording device with a reduced storage capacity comprises a whole video compression part(110), a partial display range determination part(120), a partial video compression part(130), and a storage part(140). The whole video compression part down converts and compresses the whole resolution of video data received from a video obtaining part(200). The partial display range determination part determines the partial display area in which neighboring cars are located within the whole display area of the video data area received from the video obtaining part and extracts the partial video data corresponding to the determined partial display. The partial video compression part compresses the extracted partial video data. The storage part stores the compressed partial display data and the compressed whole video data.
