PURPOSE: A high ductility wire rod, a steel wire, and a manufacturing method thereof with improved torsional characteristics are provided to manufacture the steel wire with torsional characteristics and intensity by applying a large amount of deformation compared to the existing drawing process. CONSTITUTION: A high ductility wire rod comprises 0.8-1.0 wt% of C, 0.8-1.2 wt% of Mn, below 0.0015 wt% of O, below 0.02 wt% of P, less than 0.02 wt% of S, remaining amount of Fe, and impurities. A manufacturing method for a steel wire comprises: a step of heating a wire rod at 1000-1200 deg. C; and a step of manufacturing the steel wire by patenting the wire rod at 580-620 deg.
