PURPOSE: A two way electromagnetic valve and a hydraulic apparatus using the same are provided to maintain a hydraulic pressure in a forward clutch using one fluid path, thereby avoiding complexity of the fluid path. CONSTITUTION: A plunger (83) is operated based on an on or off state of a current. A valve body (85) moves by operation of the plunger. The valve body opens and closes a fluid path by being contacted to a valve seat or separated from the valve seat. A return spring (82) pressurizes the plunger to a direction of separating the valve body from the valve seat. A spring (88) pressurizes the valve body to a direction of contacting the valve body to the valve seat. A welding force of first and second elastic members is set in order to make the valve body be seated on the valve seat in a case of the on state of the current and make the valve body be separated from the valve seat in a case of the off state of the current.
