PURPOSE: A color coated steel plate and a manufacturing method thereof are provided to paint an aqueous undercoat of a low temperature hardening type in a galvanized plated sheet in which a chromate or a non-chromate is not coated. CONSTITUTION: A color coated steel plate comprises a foundation layer (1), an undercoat coating layer (2), and a topcoat coating layer (3). The foundation layer comprises zinc or a zinc alloy plating layer. The undercoat coating layer is formed by coating an aqueous undercoat pigment which is dried at 80°C-200°C of a peak metal temperature (PMT) on the foundation layer. The topcoat coating layer is formed by coating a topcoat pigment on the undercoat coating layer. The aqueous undercoat pigment comprises 15-30 weight% of a binder consisting of one component which is selected from a group which comprises an epoxy and a polyester, an acrylic urethane dispersion resin (AUD), and a poly urethane dispersion resin (PUD).
